with a fluorocarbon refrigerant, or a component of RAC equipment, that
carries the risk of refrigerant being emitted, including: decanting the
refrigerant, manufacturing, installing, commissioning, servicing or
maintaining RAC equipment or decommissioning RAC equipment.
