Target students of this qualification reflect the role of individuals working as developing and emerging leaders and managers in a range of enterprise and industry contexts. As well as assuming responsibility for their own performance, individuals at this level provide leadership, guidance and support to others. They also have some responsibility for organizing and monitoring the output of their team.

This program is suited to people who seek to learn and understand the skills and knowledge required to apply solutions to a defined range of predictable and unpredictable problems, and analyze and evaluate information from a variety of sources. This program is suited to people with some vocational experience who possess sound theoretical leadership and management skills and knowledge with a practical background who would like to formalize their experience in order to create further education and employment opportunities.
